(Only the commissioned officers can promote junior enlisted and non-commissioned officer. Only promote one rank to the next no skipping ranks. Only Non-combatant(highest ranking, doesn't battle, comes out when he/she wants eccept during sweeps, meaning if their is a sweep they would have to hide, flag down) can promote commissioned officers, non-commissioned, and junior enlisted. Staff sargents and above are allowed to interrogate and recruit new rebels(any one lower needs permission from a commissioned officer and higher).
